Rationale/Program Description
A priority of the IADR Strategic Plan is to promote oral health research worldwide, with specific emphasis on assisting regions with less developed research programs, including Regions that may have developed and less developed Divisions/Sections within.
The purpose of this Request for Proposal (RFP) is to identify projects, submitted by IADR Divisions/Sections that would help initiate research and development or otherwise strengthen the oral health research infrastructure in developing regions. Although it is desirable to encourage the development of a research infrastructure in as many developing regions as possible, consideration will be given to supporting ongoing initiatives that have demonstrated an ability to promote research development. Where appropriate, regional coalitions of Divisions are encouraged to join together to submit proposals and implement programs. Wherever possible, the use of matching funds to enhance the effort is encouraged.
Examples of projects eligible for support include:
- training workshops and grants;
- improving access to scientific information;
- provision of scientific journals;
- fellowship and lecture programs;
- communications infrastructures;
- training in research methods; and
- surveys of oral health that would identify further research needs and provide experience in conducting research for participants, as well as other programs which would advance oral/dental health research, and improve communications and collaborations in the oral health scientific community in the region and internationally.
Focus of Proposals
The highest priority will be placed on those proposals targeting support for:
- projects that will initiate Research and Development and will be sustainable beyond the funds requested; young scientists’ development by supporting attendance at appropriate local, regional, or international meetings to present the results of their research;
- mentoring of developing scientists, e.g., travel for established scientists to work on site with students/developing researchers for various periods of time (short “visiting lecture” programs will not be considered for funding); and
- initiation/enhancement of newsletters or other communication systems, e.g., use of the World Wide Web (www), that describe and promote local oral health research activities.
Application Process
Proposals are accepted annually for a February 1 deadline only. Decisions will be made at the Spring IADR Board of Directors’ meeting. This will be a two-phase application process. For the February 1, 2011 deadline, a Letter of Intent is required by October 1, 2010.
1. Letter of Intent – This letter briefly describes the proposal. It must be e-mailed by October 1 to: Sheri S. Herren, Awards, Fellowships & Grants Manager - sherren@iadr.org. Based on the letter, the Committee will recommend whether or not the proposal goes forth.
2. Proposals – These are to be submitted, if requested, by the February 1 deadline.
3. Committee Review - Regional Development Committee reviews proposals and makes recommendations to the IADR Board of Directors.
4. Board Review – At Spring meeting, The IADR Board of Directors reviews Committee recommendations and proposals and makes final recommendations for funding.
5. Notification – Recipients are notified within 30 days of the Spring Board of Directors’ meeting regarding the status of the proposal.
6. Funding – Funding instructions are given in the formal notification letter to recipients.
Each Division/Section can be the recipient of only one grant per year. Current Regional Board Members are available to assist with Regional Development proposals, but may not receive any financial support from funds granted.
The proposals will be evaluated according to the establishment of clear and measurable outcome variables. (For example, a proposal to launch or enhance a newsletter should include a description of the number and size of issues to be produced within a specified period as well as a specific plan for continuation of the medium subsequent to the grant support period. Support for scientists beginning research careers should specify the numbers who are currently able to travel to meetings, the level of support for each scientist’s travel, and the additional number projected to attend national/international meetings as a result of the grant.) Grant applications that lack the required information will be returned to the originators with an explanation of the proposal’s shortcomings.

Letters of Intent should briefly describe the proposed project.
February 1, 2011 – Deadline for Proposals to be e-mailed to Sheri S. Herren, Awards, Fellowships & Grants Manager at: sherren@iadr.org – ONLY if requested by RDP Committee.
Regional Development Program Proposals must include the following information:
Title of Proposal.
IADR Division/Section submitting proposal.
Name and e-mail of Officer submitting proposal.
Date of submission.
Name of Collaborator of supporting Division/Section (if applicable).
Contact and Contact e-mail.
Background: A brief historical background of the Division/Section making the application and any experience it has had in conducting activities promoting an oral health research infrastructure or activities. The region/institution to be targeted may be within the Division/Section or in an adjacent region, and it should be described clearly.
Objectives: List the specific objectives to be achieved by the program.
Program Description: Include a full description of the proposed program/project/infrastructure development, methodology, time line and how the targeted area would be affected.
Evaluation: Include a full description of the proposed plan to evaluate the effectiveness of the program as well as measurable outcomes.
Financial Request and Matching Support: Please complete Budget Form to include with proposal.
A signed letter of support from the institution is required and to be included with this application.
Personnel: A list and contact details of persons who will be responsible for the implementation of the program or project must be included.
Reporting: The Division/Section shall provide a written report to the IADR Global Headquarters describing the results of the initiative, no later than 4 months after the completion date of the project. These reports will be reviewed by the IADR Board of Directors. The description should follow the evaluation plan outlined in the proposal.
